My despatch No.89 (of January 21st in F 45/
37/10. Hongkong Customs Agreement).
Colonial Office are now instructing Acting
Governor to communicate to Mr. Maze for his comments
latest draft of agreement enclosed in Governor's
despatch of 20th November. In view of the fact that
exception may be taken to parts of the draft in its
present form and that it may eventually be found
impossible to maintain certain of Hongkong's
proposals Acting Governor is instructed to couch
his letter to Mr. Maze in most non-committal terms
stating that articles 5 and 10 are under consideration by his hajesty's Government and that final decision will be delayed until new Governor has reached Colony and been able to report. It is
also stated thet Board of Trade are doubtful
as to omission of provision for bonded warehouses
from new draft.
Copy of Board of Trade letter on
the subject was enclosed in my despatch No.260 of
March 11th.
You should take an opportunity of discussing
the matter with Mr. Maze.
